This version of the Qui-Gon Jinn minifigure is rare because it appears to have had a limited production run with a slightly altered hair colour (lighter reddish brown). The change was likely unintentional or a small production variation. Since LEGO only produced it for a single wave, scarcity drove up demand. This version was only available for 8 weeks and was produced at one LEGO factory.
